[update] テンプレート新構成へ追従し規約の rules 化・開発コマンド整備・Dependabot 設定を追加
- GUIDE_06〜09 を path-scoped rule（.claude/rules/coding-style / project-structure / testing / error-handling）へ移行し，CLAUDE.md とテストの docstring の参照を更新 - 開発コマンド一覧 ENV_04 を新設し，ENV_02 にフック実行の前提（bash）を追記 - .github/dependabot.yml（pip・github-actions，週 1）を追加し，ENV_03 に Dependabot 有効化手順を記載 - PROGRESS.md にテンプレート同期のエントリを追記 Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com> |
